Options won't resurface if left open

Repro

1. Click the browser action icon
2. Click Enable/Disable Sites button
3. Options panel opens in a new tab
4. Navigate away to another tab
5. Click the browser action icon
6. Click Enable/Disable Sites button

Expected

The options tab that is already open appears

Actual

User's tab focus remains on the current tab

Haven't been able to repro this one consistently. It's more complicated than the steps above.
