第一阶段已通过 PR #112 合入。本 PR 以当前
main为基线，仅包含第二阶段的 Dockerfile 分层、Bake 缓存与同一作业内镜像复用、慢测试修正及验证记录。基础镜像默认仍从源码构建；没有发布或引用未经核实的远端镜像 digest。验证与门禁
本地全量后端、前端、Compose 冒烟和定向 Playwright 的结果及限制见
docs/development-efficiency-phase2.md。当前 Head8d95926458e9283c614d93fcba5ac51226b8721b已重新触发远端完整检查。工作流变更被现行可信Required Gate按设计拦截；需核对当前 Head 的 Backend、Frontend、Security、Compose、Windows、Upgrade 直接检查，并按仓库受控 Bootstrap 流程临时要求这些 GitHub Actions 检查，普通合并后立即恢复唯一Required Gate。保持严格更新、PR 审查和无 bypass。
