关闭 PR #118 复审留下的两条 CI 路由边界，保留 #118 已完成的三项修复。
backend/app/migrations_support/的历史迁移辅助代码由 Alembic 0044 和 Standalone SQLite 演进共同调用。单独修改它时，要求backend-full、upgrade和windows；普通后端 helper 保持原档位。frontend/e2e/**与frontend/playwright.config.ts单独变更时，要求现有compose浏览器验收，同时保留标准前端检查。复用现有 setup、S29 专项与其余 Playwright 链路。ci:light、删除/重命名、E2E 支持文件与快照，以及 Compose 工作流的 Playwright 执行和失败传播约束。本地验证
make test-backend-targeted TARGETS='["tests/test_ci_plan.py","tests/test_s47_3_semantic_integrity.py","tests/test_standalone_runtime.py"]'：179 passed。make test-ci-routing：124 passed。git diff --check：通过。--list：S29 专项 1 项，其余 35 个文件 63 项；不存在的测试文件返回非零。现有 Compose 步骤无continue-on-error或--pass-with-no-tests。本 PR 修改 CI 治理文件，需受控 Bootstrap 验收。上述本地用例发现不等于已执行浏览器验收；远端 Compose 作业提供该执行证据。
