New Feature: Support the Bitbucket Server Web Post Hooks Plugin

Currently, the bitbucket/stash webook only supports the External Hooks plugin, and even that has some issues (#25).

It would be good if this module also supported the following webhook plugin which is officially supported by Puppet's Code Manager:
