Prepare a complete TypeScript skill 0.2.1 candidate for finite runtime support #34

Background

The user previously authorized a new skill release after PR #30/#33 merged. Python skill v0.3.3 has been published, but the separate TS revision requires a supporting finite metadata profile before publication. Public npm runtime 0.3.4 rejects skill 0.2.1.

Related runtime issue #139 / preparation Draft #144 propose the exact 0.2.1 / typescript / minimum 0.1.0 / full 0.3.2 / probe-help profile for runtime 0.3.5. Exact runtime candidate source: 08c507ca1c2a3805b189ee05bfdd32b0d3d2dacb; source/default/undefined/outer-inspector fixtures have been statically reviewed. Runtime publication is not established.

Scope

• Prepare the complete successor TS SKILL bytes as an unpublished 0.2.1 candidate.
• Preserve the public 0.3.4 feature guidance, baseline minimum/full meanings and platform/version/help/security/permission/unknown/no-resend/ACK boundaries.
• Distinguish the proposed 0.3.5 doctor row from public 0.3.2/0.3.3/0.3.4 rejection of this profile; no wildcard future support.
• Align the TS setup/compatibility guides, existing four README notices and isolated skill metadata fixture.
• Keep Python canonical bytes, published TS0.2.0 tag/source pin 8482cf644507c682915e35c85aa3384c53864906, and unshipped 0.4 handoff scope unchanged.
• Record complete candidate source/hash for exact contract review, without promoting it to an installation pin.

Acceptance and release gate

• Candidate metadata/body/docs agree and repository metadata/link/diff/skill checks pass.
• Review the complete fixed candidate bytes with the runtime maintainer; record conditional design agreement and remaining conditions.
• Keep the PR Draft. Actual supporting runtime publication and its exact source/artifact evidence precede final skill release approval, tags/publication and four-language runtime-guide/PARITY pin adoption.
• No runtime source changes, merge, tag, publication, user-installed skill/runtime update, live agent/ACK test or operations change.

DraftPR35 renewed head0fcdc63e3f3839e63fe55d7024e656835c7f44bd supplies finalized wording for exact-byte review. Runtime publication closes that prerequisite; human approval, renewed final-content acceptance and actual skill publication/pin adoption remain separate. No source/pin/tag/skill publication is authorized by this status record.
