Synchronize the Python runtime repository's compatibility skill snapshot with the published session-peer-skill v0.3.3 canonical file.

• Skill version 0.3.3; CLI compatibility minimum 0.9.1 / full 1.0.1; security recommendation remains Python 1.0.3+.
• Document published 1.1.0 framing, untrusted sender/reply/body boundaries, Codex storage refusal and operator review, and limited opt-in experimental handoff without extending ordinary-send ACK claims.
• Run skill metadata validation, documentation and relevant installer/release-asset checks, plus generated-source and diff checks.

Scope boundaries

This is a one-file documentation compatibility snapshot, not a runtime behavior or version change, new skill release, TypeScript synchronization, global installation, live delivery test or operational deployment. Historical release records remain unchanged. PR creation and verification are authorized; merge and publication require separate approval.
