Replaces the README with a deprecation banner directing users to XARF v4 (https://xarf.org, https://github.com/xarf/xarf-spec) and giving v3 schema consumers the stable
xarf.org/schemas/v3/URL to repoint to. Original v3 README preserved in a collapsed section.Part of the XARF v3 sunset (signpost + archive).
