Add the IPR Policy agreement workflow to enforce contributor agreement before PRs can be merged. Uses contributor-assistant/github-action with centralized signatures stored in adcontextprotocol/adcp repository. Contributors only need to sign once and the signature is recognized across all AdCP repositories.
