Sync Common projects from JobWorker template

Bring the API template in line with the JobWorker template in terms of its common projects

• Major project changes:
  • Import JobWorker's style of Redis handling with the Distributed subproject
  • Import JobWorker's secret manager structure
  • Import JobWorker's option for Azure Key Vault support (mostly because it was just sitting there). Notably, however, I am choosing not yet including the key vault emulator or setup scripts yet.
• Address some build warnings
