Preserve active price window and bump to 1.2.3 - #28

Fix a stability bug causing "Best Price" sensors to recompute when their window started by checking period_end (active if period_end > now) instead of period_start. Update debug message to clarify the window is still active, add a unit test (test_active_window_preserved) to verify behavior, bump manifest and User-Agent to 1.2.3, and add a changelog entry describing the fix.
