create dc.Dockerfile, dc.Makefile and tag v1.9.0-dc for deployment-check

1. Create a dc.dockerfile and dc.makefile
2. dc.Makefile for any image inside kuberhealthy should have build.docker
3. make sure you update go by using go get -u and also include go mod download in dc.Dockerfile
4. finally create a tag out of the changes and push it to repo.
