feat(edit): Add an "Edit" Option to valid link targets.

Description

Update the link menu to provide a new entry at the begining: the ability to open the target page in a new tab.

Motivation and Context

I found that as i was doing a lot of edits, I wanted to jump directly to a page refenced by a link, so I could make updates. But there was no easy way to do that in context.

How Has This Been Tested?

Added unit tests. Validated via local instance pointing to Stage content.
