Map Chart block content + support multi-chart (2-up/3-up) layouts
Add chart.js block mapper: chart type, color, label direction, dark theme, background, and real data-source link substitution
Add mergeChartGroups in figma.js to merge Chart Selector siblings into one section so Milo applies up-2/up-3 (side-by-side) instead of stacking
Fix fragment button placement for chart blocks: host inside .chart (not the section wrapper) to avoid corrupting Milo's up-N count; anchor to the last chart in merged groups
Add footnote padding so the fragment button doesn't overlap chart footnote text
