docs: yarn verify is the check before a pull request - #133

The publication check, scripts/verify-commit.mjs, already scopes a build, type-check, tests, lint and format to what a branch changed. It gets a yarn command, and CLAUDE.md, CONTRIBUTING, the /check skill and the Cursor rule name it as the step before a pull request, leaving the repository-wide jobs to CI. The publication check,
scripts/verify-commit.mjs, already scopes a run to what a branch changed. It builds the packages the change reads, type-checks the touched workspaces, runs the tests a change can reach, and lints and formats the touched files. This gives it a command,yarn verify, and names it as the step before a pull request. The repository-wide build, lint and complete test run are left to CI.Changes
