Run 1 (2026-07-31) of the estate-wide Friday release train shipped zero releases: GitHub fired crons 60-115 min late, so the exact-hour Prague gate self-skipped every run green. This repo additionally never fired at all that day because its default branch was still feature/m1 (schedules only run from the default branch) - it has since been flipped to master.

This moves the train to a single UTC cron (0 19 * * 5, the L0 slot = 19:00 UTC Friday) and deletes the Prague/DST hour gate entirely. A late-firing cron now just means the train departs late instead of being gated away. workflow_dispatch is unchanged (manual trigger still bypasses the schedule check trivially - there's no gate left to bypass).

Also updates .github/dependabot.yml to 16:00 UTC (was 18:00 Europe/Prague) so dependabot opens PRs ahead of org triage (from 17:00 UTC) and the 19:00 UTC train departure.

Part of the estate-wide UTC shift across all Friday-release-train repos.
