CI: fix invalid rust-toolchain steps in test workflow - #20

The pinning autofix split each 'Install Rust' step into a name-only step and a separate uses step, which GitHub rejects as an invalid workflow. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
