…l execution Adds enforcement.rs deterministic floor. Skills::execute and shell_handler both route through pre_dispatch_check before any handler runs. ProbePolicyGuard::gate_skill layers probe opinion on top. Gateway skill path enforces probes when AIEN_PROBE_ENFORCE is set. Co-authored-by: Drake Stapleton <drake@aien.org>
