feat: type created-recipe TTS annotations

Summary

Add a request-only OpenAPI contract for created-recipe TTS annotations on
PATCH /created-recipes/{lang}/{customerRecipeId}.

• Model time, temperature, speed, rotation direction, and the annotated text span.
• Add a dedicated writable instruction schema while keeping response annotations forward-compatible.
• Document the on-device execution boundary and separate instruction PATCH behavior.
• Add policy tests for provenance wiring, request typing, and the synthetic example.
