author matching is an exact case-insensitive string match (Set.has), not a glob or prefix match — unlike branches/paths. Real PR author is alan-hacktron; include.authors only lists alan-hacktron-svc. Every other gate is clean (label needs-scan, title contains urgent, no exclude match). Expected: EXCLUDE via include.authors, proving there's no fuzzy/prefix matching for authors.
