Org-level scan_exclude_labels=[org-wip]. Repo config now sets exclude.labels: [] (explicit empty array) with no include.labels key. Presence of the key (even empty) transfers full ownership of the labels dimension to the repo, dropping the org default entirely — an empty list is not a no-op. Expected: SCAN, despite the org-wip label and the org-level exclude rule.
