Repo config dropped include.authors entirely, so the authors dimension now falls back to org's scan_include_authors=[org-trusted-bot] (real author alan-hacktron isn't in it) -> EXCLUDE. Meanwhile exclude.labels: [] is untouched, so the org-wip label alone still would NOT exclude (proven by G2-1) — this isolates that the exclude here comes from authors, not labels, and that the two dimensions flip independently of each other.
