Direct before/after pair with G2-2: identical PR shape (no label, same author, same title keyword), only the authors dimension's ownership changed (repo no longer sets include.authors). G2-2 (repo-owned authors) -> SCAN. This one (org-fallback authors, org-trusted-bot only) -> expect EXCLUDE via include.authors, isolating the dimension-ownership flip as the sole variable.
