Audited Billet against specification.website's Privacy section. The site is privacy-clean by default (no analytics, only strictly-necessary cookies), so rather than ship a deployment-specific policy page, document the pattern. Adds runbooks/PRIVACY.md covering the clean-by-default baseline, when a consent banner is required, wiring @alexpricedev/billet-cookie-consent, the required privacy-policy disclosures, GPC handling, third-party-script hygiene, and data minimisation. Add §3 to runbooks/CI.md covering how to enable auto-merge: the repo-level allow_auto_merge capability and arming it per-PR with `gh pr merge --auto` (the enablePullRequestAutoMerge mutation).
