Bumps the umm-actually review action pin from v0.4.8 to v0.4.9.

v0.4.9 changes:

• An empty input selects its default. An unset repo variable no longer needs a || 'value' fallback in the workflow. priority_docs is the exception, because an empty value disables it.
• New defaults: max_scan_bytes 524288, max_related_files 15, max_related_docs 10.
• Conventions truncation is reported on the PR. The status comment and the check run's details page say when the whole conventions file never reached the model.
• Context-overflow retry. When a routed endpoint rejects the prompt as over its context window, the same model is retried once with an output ceiling that fits.
• Beyond-diff findings are tied to their source file, so a finding outside the diff is filed against the file whose content it quotes.

Template changes:

• The pin and version comment.
• The max_related_files and max_related_docs fallbacks move from 8 and 4 to the new defaults, 15 and 10.
