PutIPS is not supported

Qusb2snes provides a PutIPS command that allows tools connected to the sd2snes to patch roms or install hooks. One program that uses this is savestate2snes, without PutIPS, savestate2snes is unable to patch roms to add savestate support when used with SNI.
