Summary

• Add the packaged Filing Review UI and its review API, including section comparison drivers.
• Prepare the 1.6.0 release with versioned docs and changelog.

Validation

• Python: 431 passed, 7 skipped, 1 deselected; 84.98% coverage.
• Frontend: 17 unit tests and 6 Playwright tests passed; production build passed.
• Docs: generated examples/endpoints checks and warning-free Sphinx HTML build passed.
• Clean 1.6.0 wheel and source archive built; the installed wheel served /app/, linked assets, and the filing review route.

Release sequence

After PR and merged main checks pass, tag the merge commit v1.6.0 and publish a GitHub Release to trigger trusted PyPI publishing.
