Add support for D'Esign clock hardware variant

Add support for D'Esign clock hardware variant:

• Add new hardware variant HARDWARE_DESIGN_CLOCK (ESP32 WROOM-32, ST7735S 80x160 displays)
• Add D-Esign platformio build environment with script_prepare_mini_clockfaces pre-build script
• Add direct GPIO chip select support for D-Esign in ChipSelect.cpp
• Add capacitive touch button support (CAPACITIVE_TOUCH_BUTTONS) for D-Esign touch rings with "two buttons menu"
• Add flashable firmware file for the D'Sign clock.
• Add D-Esign hardware documentation and assets

General:

• Increment BUILD_VERSION to V1.3.10
• Update all firmware files to the new version
• Add CS_DIRECT_GPIO and DISPLAY_SMALL macros in GLOBAL_DEFINES.h to replace bad readable "if definded" statements in code
• Other updates to Readme.md (description of the resize helper script)
