Add Apache 2.0 license to the repository

The repository was missing an explicit open-source license, which leaves reuse and redistribution terms undefined. This change adds Apache License 2.0 at the root so the project has a clear licensing baseline.

• License coverage

  • Added a root LICENSE file with the Apache 2.0 text and project copyright notice.
  • Makes the repository’s distribution terms explicit for downstream users and contributors.

• Repository hygiene

  • Removed accidentally tracked Python bytecode artifacts that should not live in source control.
