Add bilingual project summary to the README

[Copilot]

This repo was missing a compact project introduction in both Chinese and English. The new summary needs to keep the Chinese side focused on the研发过程 while the English side highlights the technical stack, and fit into the existing 350-character project intro slot.

• 新增双语项目简介

  • 在 README 顶部补充了 项目简介 / Project Summary。
  • 中文段落聚焦研发路径、迭代顺序与工程推进方式。
  • 英文段落聚焦 Python、asyncio、Qdrant、CLI、cron workers 和测试体系等技术栈。

• 内容对齐现有发布材料

  • 保持与现有“五一攻坚”发布语境一致。
  • 将简介与后续的项目概述衔接起来，便于快速扫描和复用。

中文：本次发布围绕 LightClaw AI Agent 的研发过程展开，从需求拆解、风险识别到模块重构、联调验证，按“运行控制—会话隔离—主动消息质量—记忆系统—任务调度”的路径逐步推进。

English: This release is built on Python, asyncio, FastAPI-style service APIs, Qdrant, and a modular agent architecture.
