Summary

• Add a one-time setup script for creating the EventOne GSSoC labels.
• Include labels for pipeline stages, difficulty levels, quality multipliers, contribution types, and validation outcomes.
• Use gh label create --force so existing labels can be updated safely.

Why

This helps maintainers standardize GSSoC review and scoring labels across the repository, making PR triage and contribution tracking more consistent.

How to Test

1. Ensure GitHub CLI is installed and authenticated.
2. Run:

   bash create-labels.sh
