A report can name a message (conversation and seq) so the snapshot keeps its text. The first-day rule: a new account may not write to strangers, but may send up to 10 friend requests in its first day instead of none.

Reporttakes an optionalconversationandseq. The cloud keeps the text of that message in the report's snapshot, if the reporter could read it, so a moderator sees what was reported.restricted,new_account,until) but may write to friends. They may send friend requests, at most 10 in their first day (new_account_friend_requests_per_day); the 11th answersrestricted. A muted account sends no friend requests and no messages. This replaces the 24-hour block on friend requests in the spec, andstranger_min_age_hoursbecomesnew_account_hours.
