This stops us supplying VCONN on the CC pins for e-tagged cables when
usb-hostis OFF,fixing an edge case which may backpower VBUS due to the following bug on
early Tiliqua R5.1s: apfaudio/tiliqua-hardware#1
I don't see this actually causing any issues as the TUSB322I has its own
output current limiting for VCONN, so the worst we could do is supply a VBUS
a bit lower than the device expects before VBUS proper arrives, but this should
be fixed regardless.
