Relocate loadIIABDefaultKeys() out of the vendored upstream ExtraKeysView into a new app-side helper (IIABExtraKeys) that uses only public Termux APIs (ExtraKeysView.reload + ExtraKeysInfo). Layout is now a single-source-of-truth constant. Prepares the Termux submodule to return to a clean upstream mirror. See controller/docs/FORK_DELTA_ANALYSIS.md (K1).
