latest release version on CLI install page

update "latest release" on CLI installation page.

I noticed going through the install process that the latest version is slightly outdated (4.6.1 vs 4.6.2), but the link to the Releases Page goes directly to 4.6.1

This should get updated to the latest when a new build happens. We need to make sure that is still happening and if so, trigger new doc builds when a new CLI version is released.

The latest version of apppack is 4.1.0 and is available on the [GitHub Release page](https://github.com/apppackio/apppack/releases/tag/v4.1.0).

Looks like this is debris, that page exists in the final directory but no longer in the repo. It was probably moved.

The repo should be cleared and then redeployed.

I just opened #21 for that @bartTC. I deleted how-to/install/index.html from S3 manually for now.
