docs: annotate the upcoming 1.3.0 release (#792)

Add concise 1.3.0 release notes while release PR #751 remains open. The entry covers the customer-feedback fixes, package CI, and the other features already included in the release, with actions for consumers and the remaining BTP/ATC verification limits.

The version is explicitly marked unreleased. This PR adds documentation only; it does not bump versions or publish artifacts.

Validation: release-note tests, strict MkDocs build, whitespace check, and all relative links in the new entry pass. Each release item was checked against its implementation or tool/documentation diff.
