This is a MAJOR bump (actions/github-script 7.0.1 -> 9.0.0, two major versions). v8 moved the runtime to Node 24 and v9 continues on it; the scripted API surface is largely compatible, but before merging please confirm each workflow step that uses actions/github-script still works under the newer runtime (any reliance on removed/changed globals, the github/context objects, or return serialization). If the only usage is the linked-issue check, a quick CI pass on this PR covers it. Not a release blocker; independent of v1.2.0 content.
