[PERF] Excessive Disk I/O Inside Monitor Loop#111

Implemented in-memory caching for both configuration and status data in the internal/config package. This avoids repeated disk reads and JSON parsing within the monitoring loop, significantly improving performance. Thread safety is maintained using sync.RWMutex and double-checked locking. Data integrity is ensured by returning deep copies of cached objects. Also added a safety check in monitorService to handle zero or negative intervals and updated unit tests for cache isolation.
