Adds created_by/updated_by columns to Conversation, Message, and PrivilegedAccessLog. Fixes the shared audit_mixin before_insert listener to leave updated_by NULL on creation (ISO-standard: it should only reflect an actual modification, not double as created_by), and updates the shared/users tests that asserted the old behavior. Also includes the budget-excel-export and ci-compliance-guardrails OpenSpec proposals. Closes #303 Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
