Consolidates new-issue.sh/start-group.sh into a single scripts/flow.py covering init/sync/start/pr/issue, with idempotent GitHub-as-source-of-truth reconciliation so a stale or branch-local tasks.md can never create a duplicate sub-issue. Updates the branch-naming hook, pre-push check, and CI workflow docs accordingly, and adds a tooling CI job for flow.py's test suite. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
