Stage 2c of the runtime parity refactor
Extracts host-owned concerns that must remain identical for local and remote sessions:
Session-reading follow-up broadcasts remain explicitly isolated for the later typed service-event conversion.
Validation: typecheck, focused realtime/activity tests, full unit/E2E suite, build, diff check.
