Dependabot PRs #14 and #15 flattened the per-TargetFramework
Microsoft.Extensions pins to 10.0.11, which would drag net8.0 and net9.0
consumers onto .NET 10 runtime packages. Closing a grouped PR does not
suppress it, so ignore semver-major for Microsoft.Extensions.* instead.

FluentAssertions 7.2.2 (#16) is a patch on the last Apache-2.0 line.
