Separate versioning for Atc.Kusto library and atc-kusto CLI tool. Library package at src/ catches library, analyzer, and code fixes. CLI package at src/Atc.Kusto.CLI/ is independently versioned. - Rewrite release-please config for multi-package with component tags - Move version markers to per-package Directory.Build.props - Split changelog: library history to src/Atc.Kusto/CHANGELOG.md, CLI history to src/Atc.Kusto.CLI/CHANGELOG.md - Add per-package publish workflows triggered by component tags - Simplify release-please.yml to only run the action
