Release commit for 2.3.1: the manifest version moves to 2.3.1 to match the CHANGELOG entry that #195 added. The tag on the merge commit is the deploy: staging servers and the testnet fillers admit the 2.3 line and take the image at once; production servers sit on the 2.2 line until their ceilings widen. The Release body composes from the CHANGELOG entry with scripts/release-notes.sh in tag mode (1,833 bytes previewed at this ref).
