build(deps-dev): add jsdom as explicit devDependency

jsdom is an optional peer dep of vitest — not guaranteed to be installed when the lockfile is regenerated. Adding it explicitly fixes CI failures on dependabot PRs.

After this merges, comment @dependabot rebase on the open dependabot PRs to pick up the updated lockfile.
