Uses AUTOHAND_RELEASE_TOKEN when present, falling back to github.token otherwise. This is required because the enterprise policy blocks write-capable GitHub Actions tokens, which caused the v0.1.1 release setup 403. Validation: bun run check:release; actionlint; git diff --check.
