Adds a fail-closed, hash-pinned policy gate for private serving surfaces in the public Memra repository. Structural patterns avoid embedding current private values; stale or duplicate exemptions fail. CI and the pre-push hook run the checker, with focused unit tests and an owner-reviewed extraction plan.\n\nValidated locally: 8 unit tests, public-boundary check, allowlist verification, Python compile, ShellCheck, and diff check.
