Add harborFeeBandStyles for shared pill colors (blocked charcoal, free nautical, discount seafoam, fee coral) and wire Sail plus transparency fee badges to it. Extract market-cards tokens, HarborBasicMarketNetworkFooter, and larger chain label/icon sizing for Sail and Anchor basic cards. Fix SimpleTooltip anchored placement by portaling to document.body so fixed coordinates stay correct when cards use hover transform; correct mobile-centered fixed top. Tighten mint/redeem fee tooltips to bottom placement. Refresh transparency fee section, Sail fee cells, and related Genesis card touches for consistency.
