[Bug]: vmctl status shows stale VM state after force stop #4

When I force-stop a VM with vmctl stop --force, the vmctl status output keeps showing it as running for a while before it eventually flips to stopped.

Steps:

1. vmctl start myvm
2. vmctl stop --force myvm
3. vmctl status immediately

Expected: the VM shows as stopped right away.
Actual: it still shows running for several seconds.

This is a triage-automation test issue; it will be closed afterwards.
