basou: Release v0.23.0 (orient freshness gate) - #123

Bump core/cli/sdk/basou to 0.23.0 and finalize the CHANGELOG. Ships the orient freshness-gate fixes (#122): opt-in `basou orient --refresh` (bare orient stays read-only) and asserted confirmed-stale wording with an imperative remediation - the takashimatsuyama-blog dogfeedback follow-up. Rebuilt after bump so the CLI version drift guard passes.
