Bump the four packages to 0.73.0 and date the CHANGELOG's Unreleased section. Contents: #383 and #384.
Also says in docs/spec/board.md 3.2 that record refuses a final_url holding a character a terminal hides, as the http section and 2.7 already do (one sentence, no code).
Verified on this head: pnpm -r build, typecheck, lint, lint:lang, lint:paths, test:scripts and pnpm -r test all exit 0 (core 2973 passed, 1 skipped; sdk 67; cli 1601);
basou --versionprints 0.73.0 (build 00bdffd).
